This KIPEC Seminar Report is based on a presentation delivered by Dr. Casey Burgat, Director of the Legislative Affairs Program and Associate Professor at the George Washington University’s Graduate School of Political Management, on September 8, 2026.

The report examines key structural changes in U.S. congressional politics, including the rise of “insecure majorities,” the decline in competitive congressional districts, and the growing importance of primary elections. It also explores how majority-party status and agenda-setting power shape congressional behavior, alongside the rise of party-unity voting, permanent campaigning, and messaging politics.

The report further considers how these developments contribute to partisan conflict and legislative gridlock, while also affecting the balance of power between Congress and the executive branch.
